It is an offence under the Environmental Protection Act 1990 Section 87 for any person to throw down, drop or otherwise deposit litter. Under Section 88 of the Act, where on any occasion an authorised officer of the council finds a person who he/she has reason to believe has committed an offence under the Act, he/she may give that person a notice offering them the opportunity of discharging any liability to conviction for this offence by payment of a fixed penalty.
