Views sought on a revised Masterplan Supplementary Planning Document for East Cullompton
A draft Masterplan Supplementary Planning Document (SPD) for the East Cullompton urban extension is being published today for public consultation.
East Cullompton is allocated as a mixed-use development through policies CU7 to CU12 of the Mid Devon Local Plan 2013-2033 and has the potential to deliver 1,750 new homes within the plan period and at least a further 850 new homes after 2033, together with community facilities, commercial space and supporting infrastructure such as transport improvements and parks and open spaces.
Masterplans add detail to policies in the Local Plan and set out how the Council expects the development to be progressed. The SPD sets out Mid Devon’s emerging thinking for the development to guide future planning applications and ensure co-ordinated and comprehensive delivery of the development.
Working with LDA Design, the Council has prepared a draft Masterplan SPD that has been informed by analysis and various technical reports, as well as extensive community engagement through the Culm Garden Village Stakeholder Forum.
The draft Masterplan proposes a vision around the concept of ‘Planet, People, Place’ and sets out how East Cullompton should be developed to meet this vision through a number of themes including Activity, Landscape, Mobility, Placemaking and Delivery. These themes come together to produce a draft Masterplan that identifies where the various elements of East Cullompton should be and how they should look, feel and function.
In time, East Cullompton could become part of a larger Culm Garden Village, which is one of a number of areas awarded Garden Village status by the Government and will potentially be included in the next Local Plan for Mid Devon. For this reason, the Masterplan SPD also considers how the principles set out for East Cullompton could be expanded into a wider garden village.

The public consultation will run from 21 September to 1 November 2022.

The will be exhibition boards in display at The Hayridge, Cullompton, at Kentisbeare Village Hall and at Willand Village Hall for the whole consultation period, and staff will be on hand to answer any questions during consultation events:
- 24 September 2022: Cullompton Farmers Market, 9.30am to 12.30pm.
- 24 September 2022: Kentisbeare Village Hall, 2pm to 5pm.
- 4 October 2022: The Walronds, Cullompton, 9am to 12 noon.
- 4 October 2022: Tesco, Cullompton, 2pm to 5pm.
