Silverton Neighbourhood Plan approved at Referendum
The referendum results recorded 90.53% of votes in favour of the neighbourhood plan.
Voters were asked the following question:
“Do you want Mid Devon District Council to use the neighbourhood plan for Silverton to help it decide planning applications in the neighbourhood area?”
The Silverton Neighbourhood Plan now forms part of the statutory development plan for the Silverton area, alongside the Mid Devon Local Plan and the Devon Waste and Minerals Plans. It carries full weight for guiding planning applications submitted to the Council for determination and the decisions made on these. The plan will formally be adopted at a meeting of the Council on 24 April.

What was the outcome of the examination of the Neighbourhood Plan?
Following the conclusion of the examination the Examiner issued the report on 2 November 2023. The report can be viewed below:
Public Hearing
The Examiner for Silverton Neighbourhood Plan, John Slater is calling for a Hearing relating to submitted Silverton Neighbourhood Plan. The Hearing was held on 29 September 2023 at The Community Hall in Silverton. Members of public may attend the hearing.

Examination
Following submission of the Silverton Neighbourhood Plan and the subsequent 6 week publicity period (see below), the District Council in co-operation with Silverton Parish Council, appointed John Slater as the independent Examiner to carry out the examination of the plan. The Neighbourhood Plan was submitted to the appointed examiner, along with supporting documents and representations received during the publicity period.
During the examination the Examiner sought clarification from Silverton Parish Council and Mid Devon District council in relation to several policies in the Neighbourhood Plan, responses to Regulation 16 consultation etc. Please see links to the documents below for further details:

Following the examiner’s comments and recommendations, Mid Devon District Council re-consulted on the Silverton Neighbourhood Plan, specifically on the Environment Report (September 2022) prepared by the consultant AECOM.
Formal Confirmation of Submission Plan acceptance by Mid Devon District Council
Mid Devon District Council has prepared a formal Notice of Publication.

When was the Neighbourhood Plan submitted?
Silverton Parish Council, as the qualifying body, has formally submitted the Silverton Neighbourhood Plan to the District Council for the Publicity Stage, as required by the neighbourhood planning regulations.
The submission materials have been reviewed and checked to ensure regulatory compliance. Formal confirmation of our acceptance of the plan to proceed to the Regulation 16 Publicity Period was provided on 16 January 2023.
